Civil Defence (CD)


Introduction

The Civil Defence Course is conducted for Secondary Two Cadets in collaboration with the Singapore Civil Defence Force as part of our SGSecure efforts. This course is conducted as part of the requirement to attain proficiency badges under the Community and National Education.

Objectives

The course aims to:
(i) acquaint cadets with the meaning, significance and need of Civil Defence;
(ii) educate cadets on the relationship of Civil Defence with the concept of total defence;
(iii) provide opportunities for the participation of cadets in Civil Defence activities.
(iv) to allow cadets to be equipped with on core lifesaving skills and 
(v) be familiar with essential emergency procedures with greater emphasis on practical hands-on engagements.

Scope of the course

With effect from April 2024, SCDF had defunct the Community Emergency Preparedness Programme (CEPP), as well as the "I Am Safe" and "Response Ready" e-learning modules.

In place of the two e-learning modules is the new Responders Plus Programme (RPP) which comprises of 2 components:-
  • RPP (Online, 45 minutes) – Core lifesaving skills are covered by a self-directed e-learning course
  • RPP (In-Person, 4 hours) – Through hands-on practical sessions conducted at the four SCDF Division Headquarters, cadets will further hone their lifesaving skills by focusing more heavily on the hands-on application of the skill sets acquired

Interim arrangement for 2024 and roll out of new programme from 2025

To help units cope with the changes, NPCC HQ will adopt a tiered approach in the implementation of the Responders Plus Programme:-

For Secondary 2 cadets (2024 only):-
  • They may be awarded the Civil Defence badge by completing the RPP (Online) e-learning module on the SCDF website (or the equivalent ‘I Am Safe Programme’ and ‘Response Ready Online Programme’ previously available).
  • While the RPP (In-Person) practical session is optional, units are strongly encouraged to arrange for a practical session for their cadets to enhance their learning experience with hands-on application, where possible.

For Secondary 2 cadets (2025 & beyond):-
  • They will need to complete both the RPP (Online) e-learning module + the RPP (In-Person) practical session (or the NCDCC SFEA programme) to be awarded the Civil Defence badge.

In-line with SGSecure, the content of the RPP is focused on core lifesaving skills and essential emergency procedures with greater emphasis on practical hands-on engagements. Through this, cadets are able to assist others during emergencies.

Responders Plus Programme (RPP)

1. RPP (Online, 45 minutes)
This section would take you about 45 minutes to complete via self-directed e-learning. 

This e-learning programme focuses on the following topics:
  • What is a Community First Responder
  • Basic First Aid Skills
  • CPR/AED
  • Firefighting
  • SGSecure

Click HERE to access the programme and receive an e-certificate upon successful completion. For your badge, please submit your E-Certificate to your teacher-officer upon completing the RPP Online course.

2. RPP (In-Person, 4 hours) 
This section would take you about 4 hours to complete. Through hands-on practical sessions conducted at the four SCDF Division Headquarters, you will further hone your lifesaving skills by focusing more heavily on the hands-on application of the following skill sets:
  • Essential Emergency Preparedness Knowledge
  • First Aid
  • CPR/AED
  • Fire Safety and Evacuation Procedure
  • SGSecure


Alternatively, your teachers may also liaise with NCDCC to organise the School Fire safety & Emergency preparedness Ambassador (SFEA) Programme at your unit or Area level.
